Yes and they(kin of) are reappearing on lower end road bikes, Trek in particular. Saw a set of Mt. bike style brake levers on a road bike mounted on the bars where you would put your hands on top. Store guy said they were there for inexperienced riders!
I am not a racer or anything but I bought my bike with them as it was just a low end bike and It came with them. Of course I set my bike up for more of a commuter/touring bike. I use them on occasion when I move my hands around on longer rides. IF I get a better bike it will not have them.
