I flatted once with neither tube nor pump in my bag. Fortunately, there was a bike shop nearby, so I purchased both and went on my way. The pump I bought on the shops recommendation - a Blackburn KMP-1 Kamikaze. It is 11 1/4 inches long, no hose, but very compact. The biggest drawback with this type of pump is that it's hard to get much pressure into the tire. I've learned to work around this by propping the rim against a curb so that the curb serves as a support for the pump head. You can steady the pump and put your full weight behind the handle. I can consistently reach 120 - 125 psi using this method. I cannot reach the 145 psi I like to run, but, at 125 psi, riding on after a flat is not much of a compromise - way better than riding 20 miles at 80 psi.
