Ross Supra Gran Tour, info help

I "lucked" onto a Ross Supra (or maybe Super, the decal's smudged) Gran Tour bike that perfectly fits the bill for a co-worker who wants a beater and asked me to look out for one. This bike has some unique features and the outstanding advantage of a low-class name and dull paint color that will hopefully make it "thief proof". It's built from Ishiwata 024 so is probably made in Japan, tho no decal is anywhere that says that. Anybody know what factory made them for Ross, or was Ross actually using Ishiwata in the US? Though the dropouts are nice forged horizontal units, the fork ends are the WEIRDEST looking things I have ever seen: stamped steel with a bizarre "open C" appearance. Was this some attempted safety feature? I'll get a pic if that helps. TIA!
