Sturmey Archer TCW ***********?*

The Sturmey Archer TCW on the '62 Raliegh Sport I just took
possession of skips second gear. As in -nothing there-. The shift
lever can be moved to first and second but the hub says first ! It pops
into third with no problem. When I disconnect the cable and try to work
it by hand I get a false nuetral for second.
Ive adjusted the chain and cable according to Sheldons site and determined
it must be an internal problem after too much time spent trying to adjust
it and count wheel/crank spins. Ive take the hub apart and can see how
it works (sort of ) but I cant determine what might be making give
a total neutral spin in the second gear position. Any suggestions ? Pawl ?
I can see it might have not had an easy life
