Get a used bike - craigslist, tag sales, laying on the side of the road. A $99 dollar bike sounds like you'll put in a lot of time fixing at home and on the road. There are some pretty good used bikes out there for $100. Use the extra $50 for a pump, visibility, spare tubes, multitool, etc.
