Stick with it! If possible, enlist a local bike guru to help you review ads and pick out the wheat from the chaff I did this recently for a friend: he told me roughly what he was looking for, and I would check craigslist twice a day and send him all the bikes that looked good and explain why, as well as what to check for if he went to look at the bike in person. Within about two weeks he ended up with an excellent road bike at an awesome price.

I just checked out the Performance panniers - they look pretty good! Actually, I forgot to mention that the bag I'm contemplating buying also helps prevent clothes from wrinkling (check it out).
Ah, that's cool. I am lucky to have a job where appearance doesn't matter. Whatever pannier you end up with, tell us how you like it. Can't ever have too many pannier reviews!
