I won't repeat all the other comments, but I should point you that depending on how long are the cables, how high and how wide are the bars and how big is the frame, it is sometimes better to route the cables so they cross under the downtube. On many bikes, the curves are shallower, which means less resistance. Sheldon Brown suggests that possibility somewhere on his site, so it must be a good idea -- sometimes.

It's probably the only point they *might* have done correctly.
