well theres open cell and closed cell and a bunch of different thicknesses. Anything closed cell will be waterproof, and anything thick will be pretty waterproof as well (assuming you're not diving with its associated water pressure). I'd imagine your socks were open cell and thin, because wearing a thick closed cell neoprene sock would be brutal.
