That's a big part of the problem anywhere... where motorists are the ones deciding on what they think is best for cyclists.
Again here is where I think HH and CABO did exactly the right thing... they became the voice for cyclists and insisted that the hiway remained without a ban.
But one really has to consider what one would do as a cyclist facing what resulted. Are you going to ride on the south bound lanes and control or "take the lane" and try to control 50MPH+ motorists where you have no shoulders and a useable "detour" exists?
Depending on the traffic situation at the time, taking the lane may be quite reasonable... if one can ride at a good clip... but otherwise... that detour looks mighty "safe." After all if the road is only 1 mile long, and you are riding at 20MPH, you would only be "taking the lane" for 3 minutes.
