You're talking about a bag like the one on this Swiss military bike?

I would suggest you find a local upholstery shop and take your bike along for measurements. A good upholster could easily make you one. Also take along any accessories you might want to mount inside the bag with Velcro straps like a pump or make a pocket to hold a tube.
