It is also a foolish law, designed to make the people who pass it feel good and go home thinking they have done something. On a windy day with semi's cutting off the breeze from the left, 3 feet is still awful damn close and generates alot of burble effects. On a calm day easing up toward a light when I am passed by a volkswagen only a few inches away, i barely even notice. Passing 'unenforceable' laws is the hallmark of do-gooders; not thoughtful politicians or cyclists.
