I will only speak from experience.

Helly Hansen makes some dope gear. So does Musto. It's kinda pricey but worth it. I used to diss HH because it was so expensive and thought it was just a raincoat for preps, but living in the Caribbean during the beginning of the rainy season without a car (I ride bicycle and motorcycle) has made me a true believer. I've already weathered one hurricane (Florence) with HH and Musto gear. This is pro-class stuff and costs accordingly.

I have this one:

Pros:
It fits close to the body, not bulky or ballooning like a poncho. It's wind and rain resistant and rolls up really small. Works good as a shell. Would work well if you layered stuff under it or you could put a big coat over it.

Cons:
It has no pockets.

Edit:

I forgot to add, HH makes their gear in lots of colors including red.

There is a HH store in Chicago:
