Your "Bad" and the following cutting off of the waist strap was the solution to the problem!

I actually wrap the waist strap the other way around, over the back of the bag and pull it taut so that it acts as a place to clip lights. It's also useful for holding down any other oddly shaped objects on the outside of the bag (like a wheel).

Not sure about the Velocity but on the messenger (the version I have), you can remove the waist strap via the bolts -- can you not do that with the velocity then?
