Anyway, I think that it is quite possible to come up with cycling facilities that would encourage people to cycle and yet would not unnecessarily inhibit the faster cyclists. A key feature here is NOT separating the road and the bike lane/path etc. physically by a curb and in general permitting the cyclist to use the road in various circumstances, in particular for passing slower riders. One can also provide a network of segregated paths that parallel the road but allow the cyclist an option to ride on the road (it would be helpful if the road had a WOL too..) Such facilities would benefit both the faster cyclists and the slower cyclists - because the slower cyclists would actually be safer and will still be able to go a little faster (since they don't have to stop at every intersection because parked cars on their left have been blocking them from drivers' view for the last block).
