Bicycles do not have power steering, power brakes, windshields or seat belts, and they make no sound. They are small and silent making them difficult to see for both those who want to avoid being hit by them and those who want to avoid hitting them.
Bike safe speed 25 MPH? somebody tell the tour officials to take out the mountain stages....where the riders - all 180+ of them - hit over 60 MPH with sustained speeds of over 50 MPH for long periods of time.

The modern bicycle is more maneuverable than just about any vehicle I can think of, and stops better too. Plus, in an emergency the rider can leap over curbs and other impediments. Additionally, bikes are no smaller or less visible than a moped or scooter, or quieter than an electric scooter.
