Seriously, why would they not let Rabbo pull the group back in? Seems like they would want the Rabbo team up front tiring themselves out, especially since there is not as many of them.

Why would Rabbo care to bring the break back...they have the lead...DiLuca is the one who need to get the time bonus. If you notice now LPR is on the front pulling the break back before the climb. There was no point in wasting energy early when they knew they had time on their side.
