i saw the replay. that's what happened. the echelon was forming to the right, and he was overlapped to the left of the rider in front of him.
echelon moved left, his front wheel got clipped.

That's how you ride an echelon in a TTT. You're counting on teammates in front not to take you out. Overlapping is fastest with a strong crosswind.

yes but you overlap in the direction of the wind.
if the wind is coming from the left, you don't want your front wheel to the left of the rider ahead of you.
