Time Trial Rules

I will be competing in the Fisk Knob Time Trial in March here in michigan and Ive got a few questions on the rules.

I used to Do tris and drafting of any kind was against the rules, when you were within 5 bike lengths you had to pull out of the slipstream s to speak.

Are there similar rules here if I catch up to someone as there really isnt an order for this but you leave as you signed up so there is a potential that I could catch up to someone.

so whats the ruling here?

I so need to sit down and read the USAC rulebook.

never mind, USAC rule book:

3E6. Rider Conduct.
(a) On an out-and-back course, riders shall stay to the right of the centerline at all times [disqualification].
(b) No rider shall take pace behind another rider closer than 25 meters (80 feet) ahead or 2 meters (7 feet) to the side. [A rider who is observed taking pace shall receive a time penalty

My question is can i change bikes half way thru it..

our TT for our race is 3 miles of pavement and 1 mile of dirt road..
