Yes, you can use tube tires on tubless rims - I do.
I don't have trouble getting the tire over the rim (Bontrager Race Disc). I do have trouble seating the tire bead into the rim. As I inflate the tire, I notice the bead in a few places is not "locking" into the rim. The "bead line" is not even around the tire. As I increase pressure, the bead often snaps into the rim. The snapping sound is a bit unnerving, and usually causes me to jump, thinking I blew the tire. I often wear hearing protection to settle my fears. (I've had a few tires blow up on me as I was pumping and that is NO fun and much less fun as I get older.) A tubeless tire requires a very tight seal around the bead interface.
I recently bought some tire bead wax (by Tioga) that is supposed to help the mounting process. It's supposed to help lubricate the bead for easier installation and hopefully easier seating of the bead onto the rim. I haven't had a chance to use it. This might help you, too.
