Following are the notes from MEC:

Gear Notes:
Exustar E-SM450 Cold Weather Shoes


Winter bike shoes designed with cool-to-cold weather in mind. For extra warmth, choose a larger size and layer up on the socks.) The moulded cup gives snug heel support and the three Velcro® straps let you fine-tune the fit.

Uppers are lightweight polyurethane-coated leather.
Neoprene over the ankle makes a warm, water-resistant half sock.
Aggressive outsoles made from nylon and fibreglass.
Inner soles are EVA.
SPD® compatible.
For extreme cold (-10°C and colder), use a Sorel-style boot and flat pedals.


Sounds like if you're planning on riding anywhere but the lower mainland or victoria, they may not achieve the desired effect. I follow the MEC advice for -10 and colder (we've had several nights with those conditions already )
