Waterproof footwear might be necessary if your winters are wet, but not so much when your winters are dry.
Out here on the Canadian prairies, waterproof footwear in the middle of winter would be a waste of money ... it's so dry here, and since the roads are also bare and dry most of the time, your feet don't come in contact with anything wet at all.
