Out here on the Canadian prairies, waterproof footwear in the middle of winter would be a waste of money ... it's so dry here, and since the roads are also bare and dry most of the time, your feet don't come in contact with anything wet at all.
Not so true for Cleveland winters. I probably deal with wet conditions on atleast half my winter commutes. Even if is not snowing or raining, melting snow often makes many places on the roads wet.
