Call it in. Then it is on the record that this guy is driving reckless around you and your bike. Hopefully, you can cite the exact law in your state that the guy is breaking, if any. Police should help you on this. They will now know that this guy is breaking the law and have that on record. This gives you some protection. That said, he'll know a cyclist called it in and could be upset about it.

Don't call it in. He then won't know you know who he is. He will likely still harass you. The problem here is you subject yourself and all other cyclists to the dangerous antics of this guy.

I'd call it in or, better yet, go to the police station. This seems pretty serious to me.
