I'm really liking this frame, but I don't have the long leg thing going. But I've emailed Excel asking them about stand-over heights (told them I was interested in size 58 or 59 and they replied and asked me "what size" ) so I can see how close I can get.

The 74 deg seat angle is really attractive to me (along with the lugged steel hotness) so my idea is to run like a 130 deg, -17 stem with no spacers. I'm assuming it takes a 1-1/8th steerer, so no using my leftover 1" fork.
