Sometimes I wonder what one could do as a private citizen about these kinds of things when the legal penalty is ridiculous. Like, collecting money and once every year for 10 years after the accident buying a full page advertisement in the local paper with that woman's face printed in it, along with a matter-of-fact description of what she did and what the judgement and fine was for it.
