Yes they should have had lights or at least reflectors, but you still need to be prepared for unexpected obstacles. There is always a chance of obstacles that don't have lights.
You are right, of course. I know this area pretty well, having grown up in it as a child and moving back as an adult. I know what to expect around here and it's usually pretty dead at the time in question. As to pot holes and the like, I know where they all are in my neighborhood.
