You are correct, the unlit cyclists were doing wrong.

Is that, or other traffic infractions/hazards by others (motorists, pedestrians or cyclists) so unusual where you live?

you drive or ride a bike do you do so oblivious to the fact that others may not be doing everything according to the book, or that nothing unexpected or out of the ordinary could possibly require paying attention to what you are doing; maybe even requiring slowing down or using reliable brakes?
