Absolutely not - that it will never be.
Bedsides it being unquestionably French, I'll swear to it that this is some form of Jeunet. From the centerpull brake stop on the back of the seat lug, I'd say it probably had Mafac Racers, same as my Jeunet Franche-Comte (which appears to be a different model then what you have there):
