Campagnolo makes some decent front wheels. Shamal, Zonda, Vento, etc. They fairly deep rim section and low spoke count is pretty aero. For the rear, I would try to find enough cash to get a good disk or Hed 3.
I have a pair of 650c Hed 3 that I personally use on TT/tri bike. Got them for 525 shipped off of ebay with 3 brand new conti GP tubulars included. They are very fast.
I dont have a disc cover personally, but many use them without incident. I have heard that their reliability and ease of use is somewhat dependent on rim and hub (especially) they are used with. Having never run one myself, I will not say definitively that the above is true, but I know several people who run them with OP rim w/ Ultegra/DA hubs without any problems for years.
