actually, the stem's quills are parallel to the head tube, parallel lines never touch. It is physically IMPOSSIBLE for the stems to hit the HT. They would, however hit the down tube or top tube. I dont think it would be TOO much worse than some bars hitting the top tube before you can make a full revolution.
