This is so true. I grew up in Toronto, Canada, where it can regularly drop down to -20*C and -30*C during the winter. If it ever goes into the single digit *C (32+*F) during winter, it's warm and I can bring out the short sleeve shirts!

First year I was in SD, the winter is nothing. I can wear short sleeves all day long during winter. Now, 2 yrs after, 40*F is cold.
