it might be possible... if it is a cartridge bearing hub, the bearings (10mm ID) could be replaced with bearings that have the same OD and a 9 mm ID for front use. You'd also need a new axel, spacers and locknuts to get 100mm spacing. If there's a freehub body in there, that will complicate things with spacing and centering the wheel, and if there are freewheel threads, its still not going to look very good.

Possible or not, this definitely isn't a practical solution!
