I have 2 sets of campy wheels, ! runs 12-25 chorus and the other runs 11-23 record

I have a chous rd

When I change rear wheels does the rd need to be adjusted ?

and

can I change the 11-23 to 12-25 by substituting sprockets so that both wheels are 12 - 25?
