Within reason (i.e. limitations of spindle length that aren't going to come into play unless you're trying to stuff a MTB or road triple length spindle into a track frame), any phil bottom bracket will fit in any bike. A phil BB is three pieces: a spindle/bearing assembly, and two cups that hold it in the frame. By futzing with the position of the cups, you can set your chainline however you want it (within reason as per above).

Sugino 75's are JIS taper, which is what Shimano, Sugino, FSA, Tony's generic stuff that is probably rebadged Shimano or FSA, and any other bottom bracket that doesn't specify it's something else are. If you're ever going to spring for a Phil BB, and the cash is around now, just do it, why throw away even $20? Of course, if you get a campy taper one, you're stuck with only the cranks that work with it, etc...
