If they didn't tell you that upfront, I suspect it's illegal.
I'm pretty new to filing complaints, but PayPal DID tell me before I hit "send", that should they find in my favor (which they did) then they would deduct the $25 for "handling" or whatever. And I would only get money if the seller put money into the account that is attached to their eBay/PayPal account.
Either way, some money is better than NO money!
And I'm pretty sure that this seller is a teenie bopper rip-off scam artist. She did the same thing to a couple of other buyers and (last I checked) had a NEGATIVE feedback rating!!!
