here's an idea. dunno if 35 pounds would be too much - i kind of doubt it - but what i did once was stick a stem on to my seatpost, extending backwards, and put a set of longish bullhorns back there, sticking backwards again. make sure the stem is long enough so you don't hit yr thighs. then, duct tape, or canvas/nylon/whatever straps, or however you choose to attach stuff to your improvised rack.
