The Mavic site does list 28s as the lowest end choice, however I got the impresion that you would need to run them pretty hard.
The thing is that the 719 is a very heavy rim. It's about 4 ounces heavier than the Open Pro that would be a natural fit with 28-32mm tires at an external width of 20.2. Seems as though you would be better off with something smaller rim wise, or accepting you have and expedition rim and running something approaproirate like a 32 or higher. You could choose a low reistance tire like a Schwalbe marathon slick.
Thanks! Yeah, I thought it was cutting it a bit close. I think I will go with 32's, as I reeeeallly like the wheelset I have on there right now.

And with the 32's I can drop the PSI a bit for off roading, while with the 28s I'd have to keep them really pumped up all the time. Now I just have to order some 700x32c tires from one of the LBSs. Probably wont be able to get schwalbe's around here, but I'll see! Seems like all of the local shops carry vittoria brand tires.
