The Planet Bike fenders are very adjustable and should fit easily. I have set #7006 on my Hybrid with 700x35 tires and I can adjust the spacing between tire and fender to anything I want. The fender stays (rods) have a pinch nut at the fender end to adjust spacing. These fenders work great. Check them out at your LBS to see how they are made and you will see what I am talking about. I don't know about other brands but I suspect many are also adjustable to fit your needs.

Also...as Hillrider said, your brakes and frame must be designed to accomodate fenders (have sufficient clearance). If not, there are other options that have less tire coverage but avoid these frame clearance issues
