A full Campy Italian bike is what he is looking for and the only one that I have find is a Bianchi Veloce, which is being discontinued in 2007.

Nice. I wouldn't get too hung up on the components the manf. offers since you can always get your LBS to upgrade to the Campy grouppo of choice. That said, I have really liked my Virata (Ultegra). The '07s come with SRAM Rival, but at $2300 MSRP your bro should be able to upgrade to Campy and stay within his $2800 budget.
