I've seen people do that out here. The effect is pretty nice from within a cage, the viewing angle is almost perfect, too. If they're really cookin' though, POV basically turns it into a constant reflection.
I would say this guy was going pretty slow. It was a bike with a milk crate on the rear rack, probably not a speed demon.
