That frame looks like it would work better with two 26' wheels. It would certainly look better.
As to the lock job, it takes the cake among those I have seen so far. I think the top spot so far belonged to the guy who locked his seatpost (bike had a QR seatpost clamp... remove post, reinsert and away you ride). Close second was the guy who locked 2 spokes of his front wheel.
