The frame does show some cosmetic blemishes in the clearcoat at points indicated by the black arrows in some of the photos. The frame has been inspected by Cannondale and they have determined that these blemishes are purely cosmetic and will not affect the performance of the frame.
He mentions the problems. What more do you want from him? So he bought it messed up and fixed it. Big deal.
