Indeed, Lacquer is not a good paint for a bike, but this was 1970, and at a time when kids could buy spray cans and no one worried that they were going to sniff the stuff or start a graffitti artist tagging career.
I did soon however, discover the Preval (sp?) do it yourself paint "can" system, one mixed the paint into a glass bottle, then screwed on the aerosol cartridge, and you now had a custom spray can in the color you ordered from the automotive paint supply house, learned about reducing paint, black under a candy for a very cool effect... was able to sell my Sting-Ray for near the cost of a new one as the color was just too cool. Funds from that sale allowed me to buy a Phil Wood bottom bracket and some other used Campagnolo parts...
