you don't have to file anything. use a pair of valve nuts, from a pair of threaded presta valves, as washers for the bottle cage, so it can clear the front derailer bracket. an LBS recommended that, and the owner actually gave me a pair of threaded valve nuts without me even asking, and it worked...

and good luck with the bike. if the fitting doesn't work out, take it to another LBS for a second opinion...
