Look for climawool or climawool lite from ibex, and dryskin extreme from beyond fleece. Either of those materials will be the most breathable, weather resistant you can get for cycling. Good for west coast.

Edit : for rain also look at showerspass.com the elite jacket is good but not thermal so you need to layer underneath it.
