1. It weakens the fork. So you need to make the fork slightly beefier to take that weakness into account.
2. Some racks are mounted otherwise. Including some of the better ones.
What racks are those, out of curiosity? A new bike I'm building up will have a front fork without braze-ons and I'll be searching for a good front rack soon.
