Around here (Redmond, WA) if there's no spots left on the bike rack it's OK with just about everyplace to park your ride inside while shopping (if it's not a tiny, crowded shop.) There's a guy around here with a really nice custom 'bent, and he never puts it out at the racks at the grocery store. It's always inside, parked next to the carts; nobody cares, and nobody messes with it.
I've parked inside the grocery a few times because there's some nimrod that can't understand that other people need to use the racks. I'm sure everyone is familiar with the standard 4-humped bike rack: Long pipe, bent into an "S" twice, and concreted into the sidewalk at either end. There's a guy that locks up by pulling his bike parallel to the rack and running a cable around it through both wheels, effectively blocking the entire rack. (Equivalent to parking a '78 Bonneville sideways across 3 spots.) I've yet to figure out who the guy is, but he must work in that plaza because he leaves his locks on the rack at night.
