The "Dirty 90's": Did Indurain cheat?

Jonathan Vaughters is very adamant in the November Pro Cycling that pro peloton was at it's most tainted in the 1990's with the whole Festina thing and even worse dope-testing then than now.

Miguel Indurain was an above average rider in earlier in his career, than he became unbeatable as he neared 30 years old. Do you think that he may have had a "candy craving"?
