One just wonders why it's freshly powdercoated. The dreaded c-word comes to mind... I'd think about whether the seller is reliable.
I mean, why choose an arbitrary colour and powdercoat it when you're gonna sell it as a frameset, not complete? Unless it's been crashed and repaired and I want to cover that up, I'd leave it as is and let the buyer decide what colour they want.
It looks nice though.
