The seller is certainly reliable. He's a regular poster on these forums.
You've never seen a repainted vintage frame before? There's any number of reasons why it could've been powdercoated, and while hiding crash-related sketchiness is probably one of them I would say it's less than unlikely in this case with this particular seller.
